The local NBC affiliate (here...These look terrific. The local NBC affiliate (here in Philadelphia) did a feature on a restaurant known for its upside down cupcakes. Interesting idea...just what it sounds like. The cupcakes are cooked, placed upside down on a serving dish and frosted. So there's more surface area to pile on the frosting.
